Keming Xu

Keming Xu is the Deputy Director and Senior Engineer of Suzhou Natural Resources and Planning Bureau. He oversees the Departments of Territorial Space Planning, Village and Town Planning, and Municipal Transportation Planning. He has previously served as Deputy Chief Planner and Director of the Planning and Information Center of Suzhou Planning Bureau. His projects have won numerous national and provincial awards in urban-rural planning design, survey and design, and village planning. His research focuses on territorial space planning, village and town planning, and municipal transportation planning.

Bingjun Xiang

Bingjun Xiang is a Senior Engineer (Research Fellow level) and Chief Engineer of Tsinghua Tongheng Urban Planning & Design Institute, also serving as the Director of the Yangtze River Delta Branch. He holds a master’s degree from Tongji University. Xiang has served as Chief Planner of Suzhou Planning Bureau and is a member of various professional committees. His research focuses on historical and cultural protection, urban design, and urban master planning. He has received over 20 provincial-level awards for excellent planning and design, published over 20 academic papers, and authored three academic monographs.

Dasheng Zhao

Dasheng Zhao was among the first batch of state-sponsored overseas students by the Ministry of Education in 1979. He studied and conducted research at Kyoto Institute of Technology and Waseda University. Zhao holds a doctoral degree from Tongji University and is an adjunct professor at several universities. His research focuses on urban and industrial strategy, development zone planning, and cross-cultural comparisons. Since 1992, he has been involved in the planning and establishment of the China-Singapore Suzhou Industrial Park, participating in negotiations and management structure design. Zhao has authored or co-authored over 20 books, published more than 50 papers, and translated 4 books.

Qining Chen

Qining Chen is the Executive Director of China Region at Singapore CPG Consultants (SCP) and Chairman of CPG Consultants (Suzhou Industrial Park) Co., Ltd. He holds a Bachelor of Science from Nanjing University, a Master’s in Regional Economics from East China Normal University, and an MBA from China Europe International Business School. Chen is a Senior Engineer, Registered Planner, and a member of the Singapore Institute of Planners and the Jiangsu Urban Planning Society.
With 36 years of experience in urban and regional planning, Chen has worked on various projects across China and internationally. He began his career at Jiangsu Institute of Urban & Rural Planning and Design, later joining the Suzhou Industrial Park Planning and Construction Bureau. Since 2004, he has led SCP’s China team, providing strategic consulting and urban planning services in over 200 cities across 31 provinces in China and in more than 10 countries worldwide.
Chen has participated in numerous significant projects, including the Suzhou Industrial Park Master Plan, Tianjin Jingjin Zhongguancun Science City Planning, and various international projects in Nepal, India, Vietnam, and Myanmar. His expertise includes strategic consulting, industrial planning, regional planning, master planning, detailed planning, and operational planning.

Xiaojiang Dong

Xiaojiang Dong is the Executive Dean of Zhongcheng Zhulue Industry and City Research Institute and Deputy Dean of Shanghai Industrial Transformation and Development Research Institute. He is also a specially-appointed product manager at China Academy of Urban Planning and Design, Shenzhen Academy of Urban Planning and Design, and China Academy of Building Research. Dong is an expert in industrial planning, spatial planning, product planning, and the integration of three planning systems.

Xiangming Hu

Xiangming Hu, born in June 1975, holds a master’s degree from Southeast University. He is a National First-Class Registered Architect, Senior Architect (Research Fellow level), and First-Class Civil Air Defense Engineer. Hu is a recipient of the 6th “Jiangsu Province Outstanding Engineering Survey and Design Engineer” award. He serves as an off-campus advisor for professional master’s students at Southeast University and Suzhou University of Science and Technology. Hu is also a member of various professional associations and expert committees. He has been working at CCDG Design Group Co., Ltd. since 2007, serving in various senior roles. His projects have won numerous national and provincial awards in architectural design and engineering.

Weidong Niu

Weidong Niu is the Director and President of Suzhou Planning & Design Research Institute Co., Ltd. He is a National Registered Urban and Rural Planner, Senior Engineer (Research Fellow level), and Jiangsu Provincial Industry Professor. Niu serves on various professional committees and associations, including the Jiangsu Province Engineering Category 4 Teaching Steering Committee, Jiangsu Urban Planning Research Association, Jiangsu Land Society, Suzhou Survey and Design Association, and Suzhou Urban Planning Association.
