The Campus Planning and Basic Construction Management Center aligns itself with the overall goals and development needs of the university as well as the approved campus masterplan, with the fundamental role in formulating, organizing and carrying out the basic construction plan according to project management approaches. The Center sets up five offices, including a comprehensive office, a planning office, a design management office , a project pricing office and a project office.

The center is mainly responsible for organizing and formulating the campus masterplan and revising and optimizing it on a regular basis, according to the overall requirements and development scale of the university. In addition, the center manages the university land resources, organizes the formulation of basic construction plans, lodging applications and approvals for construction programs, studies, assesses, implements and carries out the university building and plans, and completes the state-and university-funded programs and the subsidized basic construction programs. It also takes charge of bidding, design, construction management, investment control, and program evaluation for newly built, renovated, and expanded university programs.
