城市可持续发展水平评价研究

摘 要
随着我国城市发展速度的加快以及城市化进程的加快,城市空间布局不合理、城市蔓延、能源资源危机、环境污染等问题也逐渐显露并极大地制约了城市的可持续发展。充分认识影响城市可持续发展水平的主要因素,对于综合提高城市可持续发展水平有重要意义。
本文首先介绍了城市可持续发展相关理论和评价研究现状,总结了城市发展相关理念,分析国内外城市发展理念应用情况并归纳城市实现可持续发展的需求。其次将国内外典型城市的可持续发展规划进行分析对比,总结值得借鉴的要点,并归纳城市可持续发展规划的实施原则和模式。然后基于城市发展的动力系统以及支撑系统的理解提出城市可持续发展的三个维度,明确城市可持续发展水平与城市发展维度的内在关系,并建立科学客观的城市可持续发展水平评价指标体系。最后,本文以武汉市为例进行实证研究,并给出提高城市可持续发展水平的对策建议,在对城市可持续发展规划实施研究的基础上构建保障城市可持续发展规划实施的体系。根据结果可知,在掌握城市发展三大维度状态及其对城市可持续发展水平作用的基础上,制定合理的城市可持续发展规划,构建规划实施体系,有助于更好的提高城市可持续发展的水平。
因此本文为评价城市可持续发展水平提供新的视角,有助于更好的了解城市实现可持续发展的过程中存在问题,为政府制定并落实城市可持续发展规划以及提高城市可持续发展水平提供参考。

Abstract
With the acceleration of urban development in China and the acceleration of urbanization, problems such as unreasonable urban spatial layout, urban sprawl, energy and resource crisis, and environmental pollution have gradually revealed and greatly restricted the sustainable development of cities. It is of great significance to fully understand the main factors affecting the level of sustainable development of cities, and to comprehensively improve the level of sustainable development of cities.
This paper first introduces the current situation of urban sustainable development theory and evaluation research, summarizes the concepts related to urban development, analyzes the application of domestic and foreign urban development concepts, and summarizes the needs of urban sustainable development. Secondly, the paper analyzes and compares the sustainable development plans of typical cities in China and abroad, summarizes the points worthy of reference, and summarizes the implementation principles and models of urban sustainable development planning.Then based on the understanding of the dynamic system of urban development and the support system, the three dimensions of urban sustainable development are put forward, the internal relationship between the level of urban sustainable development and the dimension of urban development is clarified, and a scientific and objective evaluation index system for urban sustainable development level is established.Finally, this paper takes Wuhan as an example to carry out empirical research, and gives countermeasures and suggestions for improving the level of urban sustainable development. Based on the study of urban sustainable development planning, a system to ensure the implementation of urban sustainable development planning is constructed. According to the results, based on mastering the three dimensions of urban development and its role in the level of sustainable development of cities, formulating a reasonable urban sustainable development plan and constructing a planning implementation system will help to improve urban sustainable development level.
Therefore, this paper provides a new perspective for evaluating the level of sustainable development of cities, which helps to better understand the problems in the process of achieving sustainable development in cities, and provides a reference for the government to formulate and implement urban sustainable development plans and improve the level of urban sustainable development.
