School of Xi Jinping Thought on the Rule of Law was established in January 2021. It is an important platform for research and promotion of Xi Jinping Thought on the Rule of Law at the China University of Political Science and Law. The research school is committed to implementing Xi Jinping Thought on the Rule of Law, advancing the construction of a law-based society, and promoting the modernization of the governance system and capacity. The school serves as a national academic and ideological platform, focusing on theoretical research, academic exchanges, and policy advocacy related to Xi Jinping Thought on the Rule of Law. It aims to deepen research on Xi Jinping Thought on the Rule of Law, support the internalization and practice of this thought, and strive to become a key institution for studying and promoting Xi Jinping Thought on the Rule of Law.

The school operates under a governance structure where the dean is responsible for day-to-day operations under the leadership of the Board of Trustees. The Board is chaired by one person, the school is headed by one dean and supported by two deputy deans. The current Chair of the Board is Professor Hu Ming, who is also the Secretary of the University Party Committee. The Dean is Professor Ma Huaide, who also serves as the University President. The Deputy Deans are Professor Yu Zhong and Professor Lin Hua. The school has an Academic Committee, which serves as the guiding body for academic research. This committee comprises renowned legal scholars and experts who contribute their expertise to the academic direction of the school. In response to significant, urgent, and foundational issues in national economic and social development and academic progress, the school appoints chief experts, a certain number of distinguished experts, and part-time researchers to conduct research. The school also leverages the resources and strengths of China University of Political Science and Law in law and related disciplines to build a high-level academic research team. The school is organized into three main internal departments: the Theoretical Research Office, the Consultation and Report Office, and the General Office. Additionally, it establishes several working groups to focus on major theoretical and practical issues related to the construction of the rule of law in China. These groups are part of a flexible, open, and dynamic organizational structure and operational mechanism. Starting from 2022, the school functions as an independent admissions entity of the university, responsible for the enrollment and training of graduate students specializing in the study of Xi Jinping’s Thought on Rule of Law.

The school focuses on talent cultivation, scientific research, public education, social services, and international exchanges, with the following key activities:

1. Graduate Recruitment and Training: The school undertakes the recruitment and training of graduate students in the study of Xi Jinping Thought on the Rule of Law, aiming to provide high-quality talent reserves for this field of research.

2. High-Quality Legal Theory Platform: The school strives to build a high-quality platform for discussing and developing legal theories centered around Xi Jinping Thought on the Rule of Law, with the goal of producing a substantial number of first-class academic research achievements.

3. Public Education and Advocacy: The school engages in educating the public and explaining Xi Jinping Thought on the Rule of Law, thereby supporting the nation’s legal system development. It promotes the positive interaction between theoretical research and practical legal applications through various forms of activities.

4. Consulting and Research Projects: The school undertakes and conducts special decision-making consultations and research projects established or commissioned by the central government and its ministries, as well as other relevant national agencies. It focuses on major national legal strategies, effectively leveraging the resources and strengths of the university’s law and related social science disciplines. The school plays a crucial role in strategic research, advisory services, and guiding public opinion.

5. Support for Internationalization: The school is committed to supporting the university’s international development strategy. It actively seeks high-quality international academic resources to accelerate the internationalization process of the institution, aiming to establish an international academic brand.
