An Introduction to the Civil, Commercial and Economic Law School



The Civil, Commercial and Economic Law School (CCELS), China University of Political Science and Law (CUPL) was founded in June 2002. Prior to that, it was known as the Department of Economic Law. CCELS now offers six doctoral programs and master programs, which include civil and commercial law, economic law, intellectual property law, environmental and resources law, civil procedure law, and social law. All of these programs have been recognized as China’s National Key Disciplines. Furthermore, there are eight institutes which cover civil law, commercial law, economic law, civil procedure law, environmental and resources law, intellectual property law, fiscal, tax and financial law as well as social law. In addition, the school hosts 18 self-funded research institutes.


The school has 148 distinguished faculty and staff members, including 118 full-time academic faculty, 49 professors (5 Second-Level professors), 42 associate professors and 17 assistant professors. There are 47 full-time PhD supervisors, 124 full-time master supervisors. The school has one nationally distinguished teacher, one Changjiang distinguished professor and two young Changjiang scholars. There are three young scholars who were honored as among of the “Ten Outstanding Middle-Aged Jurists” in China, eight prominent teachers who have participated in the “New Century Talents Project” by the Ministry of Education of China, one leading talent listed in the National Plan of Philosophy of Social Science, three scholars who won the “Baogang Teaching Award”, and five scholars awarded as “Outstanding Teachers in Beijing”.


In teaching and research, the CCELS adopts the principle of “facing economic development and serving legal professions”, focuses on both fundamental research and applied studies, and undertakes interdisciplinary studies. It is one of the best law schools in China. Currently, the CCELS offers nearly a hundred courses in law, uniquely adopting the German-style case study teaching method. It organizes various talent development activities such as the “National Case Study Competition” and the “National Civil and Commercial Law Doctoral Forum”. The CCLES has undertaken hundreds of national social science fund projects, provincial and ministerial projects, as well as international cooperation projects. On average, over a hundred papers are published in core journals annually. Several faculty members have been awarded provincial and ministerial research achievement awards. Various research institutes have participated in the drafting and consultation of numerous national laws and regulations.


There are 2820 full-time students, including 1744 undergraduates and 1076 graduate students (including 825 master's students and 251 doctoral students) in the school. The school attaches great importance to a rigorous academic atmosphere, focusing on cultivating the spirit of innovation and practical ability. CCELS organizes many activities for more than twenty years, such as “Jiang Ping Scholarship Competition”, “Famous Professors’ Forum”, “CCELS’s Pride”, “Exploration” academic paper competition, “Ming Fa Forum”, “Reading a Book, Reading the World Forum”, and “‘Belt and Road’ University Youth Forum”, etc. CCELS lays equal emphasis on education, management and services, and highlights the importance of problem-solving abilities both mentally and practically. Some special scholarships and grants were established, such as the “Korean Shin & Kim Law Firm Scholarship”, “Hunan Sunpeak Group Scholarship”, “Alpha & Leader Scholarship”, “Lehman Law Firm Scholarship” and so on and so forth. The employment situation has been excellent over the years. Most graduates are able to secure jobs in various levels of government, public security organs, prosecutors’ offices, people's courts and law firms; some students have been admitted to prestigious universities at home and abroad for further studies.


Under the backdrop of the “Double First-Class” initiative, the CCELS actively expands its international cooperation and exchange channels, effectively promoting the realization of the school's goals in talent cultivation, scientific research, and discipline construction. The school has established partnerships with UC Davis School of Law, the Faculty of Law and Finance at the University of Frankfurt, the School of Law at the University of Cologne, Germany, and the Law School at Chonnam National University in South Korea, facilitating regular exchanges. Every year, more than ten international teachers come to CCELS to offer international courses. In recent years, the CCELS has intensified its efforts to introduce high-level foreign experts. We have brought in long-term and short-term experts from countries such as Germany, the United States, France, and Canada. Through both online and offline means, a series of high-quality international courses have been launched, promoting the internationalization of the teaching level. The CCELS periodically hosts international academic seminars and has introduced the “New Horizons Overseas” lecture series led by renowned overseas scholars. This initiative expands the international academic horizons of both faculty and students and invigorates the school's international academic atmosphere.

Since 2019, the CCELS has been collaborating with the German international cooperation agency (GIZ) to initiate the “Exploring New Teaching Methods - The Trilogy of the Claim's Basis” program, organizing a series of demonstration classes, case study sessions, and lectures to deepen the reform of legal education methods. This program has gained exclusive support from the “China-Germany Legal Cooperation Project” under the Sino-German Rule of Law National Dialogue Mechanism and has attracted widespread attention.


As the leading department within the university, the CCLES has taken on the application and construction of the International Chinese Education Legal Research Institute in collaboration with the China Foreign Languages Exchange and Cooperation Center of the Ministry of Education. Through this initiative, it conducts research on significant legal issues related to international Chinese education, promoting cultural and linguistic exchange and cooperation between China and countries around the world.
