摘 要
我国现有的计量管理体系从整体上说是在计划经济体制下产生和建立起来的,尽管后来做了局部调整,但依然存在行政审批存在条件不公开、程序不透明、规范不明确、手续太繁杂等一系列问题,不能完全适应社会主义市场经济体制。为了规范行政许可的设定和实施,保护公民、法人和其他组织的合法权益,维护公共利益和社会秩序,保障和监督行政机关有效实施行政管理,《中华人民共和国行政许可法》于2004年7月1日起施行。北京市质量技术监督局随后公布了《北京市质量技术监督实施行政许可程序规定》,依据行政许可的程序规范了北京市计量行政许可程序。
依据《中华人民共和国计量法》的相关内容,北京市现有10项计量行政许可。2010年北京市质量技术监督局全系统全年共办结计量行政许可4276项,其中:进口计量器具检定1753台件、计量器具型式批准239项、制造、修理计量器具许可证签发133项、社会公用计量标准器具核准71项、计量标准器具核准268项、计量检定员资格核准1561项、实验室资质认定计量认证246项,计量授权5项。完成计量器具的检测校准771842台件。可见北京市的计量行政许可工作对于北京市的工业、企事业发展作用之大,与民生息息相关。提高计量行政许可效率对社会意义重大。
本文从研究北京市计量行政许可流程入手,研究北京市质量技术监督局的现有计量行政许可流程,进行分析评价,并了解相关办理机构的工作内容及作用。通过对流程的分析和向相关专家、企业工作人员收集信息,分析出在现有法律、政策之下,提高北京市计量行政许可效率的办法。
本文通过电子政务的研究,分析其在我国政务中的应用情况和存在问题,电子政务建设中的理论技术基础及安全性探讨,找出对本文中研究的计量行政许可流程优化中有帮助的理论及和技术基础。针对问题,应用政务流程优化与再造理论对北京市现有计量行政许可流程进行优化设计,提出优化的构想。最后根据信息化和电子政务的相关知识,提出在计量行政许可中实现无纸化办公的做法。并且分析了在计量行政许可实现无纸化办公的技术难点,无纸化办公安全性、有效性问题。

Abstract
The existing Measurement of management system in our country, as a whole, is formed and established under the planned economic system. Although adjustment was made locally, a range of issues exists during the administrative examination, such as approval conditions not open, procedures are not transparent, norms are not clear. All these problems can not adapt to the socialist market economic system. In order to regulate the establishment and implementation of administrative licensing, protect the legitimate rights and interests of citizens, legal persons and other organizations, safeguard public interests and social order, ensure and supervise the effective implementation of administrative management, "PRC Administrative Licensing Law" take effect in July 1st, 2004. Quality and Technical Supervision of Beijing then announced the "quality and technical supervision of implementation of the Beijing Municipal Administrative Licensing Procedures". According to this administrative licensing procedure, it standardized the measuring procedures of administrative licensing.
According to the relevant content of “Metrology Law of the People’s Republic of China”, Beijing has 10 measurements of administrative license. In 2010, Beijing quality and technical supervision system handled 4276 measurements of administrative license the whole year. Among them, verified measuring instruments imported from abroad 1753 pieces, approved 239 type of measuring instruments, Issued 133 Licenses for Manufacturing, Repairing Measuring Instruments, accredited 71 public standards of measurement, accredited 268 standards of measurement, tested 1561 persons qualification of verification, measurement accredited 246 laboratories qualification confirmation . Measurement authorized 5 times. Tested, calibrate measuring instrument 771842 pieces. It shows that, the measurement of the administrative licensing work in Beijing has done a very important role in its industry, the development of large enterprises, and people's livelihood. It is very significant for the society to improve the measurement of administrative license’s efficiency.
This thesis starts from the measurement of the administrative licensing process to do a research on analyzing and evaluating the quality and technical supervision of the existing measurement of administrative licensing process in Beijing. It helps to know the content and effect of relevant agencies. Through the process of analysis and collect information from relevant experts, business staffs, it can analyze the way to improve the efficiency of the measurement of the administrative license under the existing law and policy in Beijing.
Through the research of e-government, this thesis analyses its application and the problems in our government. It also discusses the technical infrastructure and security in theory of e-government construction, finds the useful technical and the basis of theory for the research of improving the measurement of the administrative licensing process. In order to solve the problem, it uses application of process optimization and reengineering government in Beijing’s existing measures to optimize the design of administrative licensing process. According to information and knowledge of e-government, it puts the paperless office forward in the measurement of administrative licensing. And it also analyzed the technical difficulties of achieving a paperless office, including safety and effectiveness issues in the measurement of administrative licensing.
