The Social Security Research Center co-organized the 2024 Annual Conference of the Hubei Provincial Public Management Research Association

On November 2, the 2024 Annual Conference of Hubei Provincial Public Management Research Association and the First Annual Conference on Grassroots Governance of Megacities were held in the Nanhu Comprehensive Building of Central China Normal University. The conference was hosted by the Hubei Provincial Public Administration Research Association (hereinafter referred to as the "Research Association"), organized by the School of Public Administration of Central China Normal University and the Institute of Government Governance and Public Policy of Central China Normal University, the key research base of humanities and social sciences in Hubei Province, and co-organized by the Social Security Research Center of Wuhan University. This seminar focused on the theme of "Grassroots Governance in Megacities", and invited many experts and scholars in the field of public management to discuss and share new concepts, new methods and new practices of grassroots governance in megacities. Zha Daolin, deputy secretary of the Party Committee of Central China Normal University, Zhu Jinhua, a third-level researcher of the Work Department of the Hubei Provincial Federation of Social Sciences, Xiang Yunhua, director of the Social Security Research Center of Wuhan University and president of the Hubei Provincial Public Management Research Association, and all member units, executive directors, members and other researchers from relevant institutions attended the meeting.

The conference consisted of four modules: the opening ceremony, the keynote report, the academic forum and the closing ceremony. The opening ceremony was presided over by Wang Hai, Secretary of the Party Committee of the School of Public Administration of Central China Normal University. On behalf of all the teachers and students of the college, Secretary Wang Hai expressed his warm welcome and heartfelt thanks to all the leaders, guests, teachers and students attending the conference.

On behalf of Central China Normal University, Zha Daolin, deputy secretary of the Party Committee of Central China Normal University, extended a warm welcome to all the leaders, experts and scholars who participated in the meeting, and said that the Hubei Provincial Public Management Research Association, as an important academic organization of public management in Hubei Province, has played an important role in prospering the development of disciplines, uniting discipline strength and condensing discipline wisdom. Zha Daolin, deputy secretary of the Party Committee, pointed out that the grassroots governance of megacities is one of the key development directions of the public administration discipline of Central China Normal University, and the "Ten Years of Hundred Societies" observation and other projects have produced good educational results, scientific research results and social benefits, and we will vigorously support the development of public management disciplines. This year's annual conference discussed issues related to the modernization of grassroots governance in megacities, highlighting the responsibility of the times, theoretical foresight, practical guidance and innovation drive of public management discipline, which has great theoretical significance and practical value.

Zhu Jinhua, a third-level researcher of the Work Department of the Hubei Provincial Federation of Social Sciences, addressed the conference. She said that the Seminar has played an important role in promoting social governance innovation and economic and social development. At the same time, she put forward expectations and suggestions for the future development of the research society: first, strengthen the leadership of party building and deepen theoretical learning. Realize the deep integration of party building and public management research, and ensure that the research direction and national strategy resonate at the same frequency. Keep up with the development trends in the field of public management at home and abroad, and strengthen exchanges and cooperation with domestic and foreign counterparts. Chen Jianhua, consultant of Hubei Provincial Public Management Research Association,who put forward five key research directions for the grassroots governance of megacities: first, how to improve the scientific level of megacity management; secondly, to explore the performance evaluation of urban management and grassroots governance; Thirdly, to analy the suitability of the scale and management scale of megacities. Fourth, the mechanism of coordination and linkage in various fields in the governance of megacities should be studied. Fifth, we should pay attention to the spatial layout, talent allocation, and spiritual and cultural construction of megacities. He encouraged the participants to conduct in-depth exchanges and research on these issues to promote the modernization of urban governance systems and governance capabilities.

Xiang Yunhua, director of the Social Security Research Center of Wuhan University and president of the Hubei Provincial Public Administration Research Association,who extended a warm welcome to all the leaders, scholars and experts from inside and outside the province who attended the annual meeting, and expressed his gratitude to all the units and colleagues who have supported the annual meeting for a long time, as well as all the teachers and students who participated in the preparation of the conference from the School of Public Administration of Central China Normal University. President Xiang Yunhua said that this annual conference has received more than 100 academic paper submissions, which demonstrates the growing academic influence and cohesion of the society, and hopes that all the participants speak freely in the seminar, have in-depth exchanges, and jointly promote the academic research and practice development of public management discipline.

2. Keynote report

The first half of the keynote speech was presided over by Xu Zengyang, Dean and Professor of the School of Public Administration of Central China Normal University and Vice President of the Hubei Provincial Public Management Research Association.

Chen Shixiang, a professor at the School of Political science and Public Administration of Wuhan University and vice president of the Hubei Provincial Public Management Research Association.In his report "The Theoretical Logic of the Construction of the Socialized Supply Network of Urban Grassroots Public Cultural Services", he adjusted the actor network theory and introduced the perspective of the agent to construct the theoretical framework of the socialized supply network of public cultural services. The research shows that according to the different roles of local governments and social forces in the cooperation network, four types of construction of public cultural service socialization cooperation network can be divided, namely, mutual promotion and reciprocity, social absorption, non-governmental assistance and grassroots passivity.

She Shuozuo, deputy dean and professor of the School of Public Administration of Huazhong University of Science and Technology and deputy secretary-general of the Hubei Provincial Public Management Research Association, made a report on "The Dilemma and Countermeasures of Digital Empowerment of Grassroots Governance in Megacities", he pointed out that digital technology is playing an increasingly important role in urban governance, but its enabling effect is uneven. This requires strengthening the coordination and linkage of the grassroots governance system, promoting the in-depth sharing and efficient circulation of data resources through technology empowerment, breaking down information barriers, improving service capabilities, and promoting grassroots governance to be modern, intelligent and efficient.

Li Mingqiang, a professor at the School of Public Administration of Zhongnan University of Economics and Law and executive director of the Hubei Provincial Public Management Research Association, emphasized in the report "Digital Dilemma in Urban Governance" that although digital technology brings innovation opportunities to urban governance, it is also faced with many difficulties such as difficulties in platform construction, difficulty in ensuring data quality, frequent data security vulnerabilities, insufficient data compliance, and difficulty in data update and maintenance.

Wang Zhong, deputy dean and associate professor of the School of Public Administration of China University of Geosciences (Wuhan) and executive director of the Hubei Provincial Public Management Research Association,deeply discussed how to write the Wuhan chapter of Chinese-style modernization in the report "Reshaping the "Heavy" Field, Path and Policy of Wuhan in the New Era". Focusing on the four major economic fields of hub, water, optoelectronics, and medicine, he analyzed Wuhan's economic characteristics and development potential, and discussed the impact of kinetic energy conversion on the city's energy level improvement. By comparing and analyzing the energy levels of Wuhan's various economic sectors, he reveals the constraints and puts forward policy recommendations.

Zheng Yang, a lecturer at the School of Public Administration of Central China Normal University, systematically sorted out the historical context of community building and expounded its basic concept in his report "Community Construction in China's Localization Context: Historical Context, Core Issues and Future Prospects". He pointed out that the value of community building in the context of localization is particularly significant, no matter in rural or urban communities, it can stimulate residents' sense of subjectivity, cultivate public spirit, and promote the innovation of social governance strategies. He discussed the historical opportunities of community building from the three key areas of urban renewal, community service provision, and community operation, and made a forward-looking analysis of its future development trends.

The second half of the keynote speech was presided over by Wei Huai'an, professor of the School of Public Administration of Huazhong University of Science and Technology and vice president of the Hubei Provincial Public Management Research Association. Professor Wei spoke highly of the heated discussion and in-depth exchange of the first half of the keynote speech, and announced the official start of the second half of the report.

Cai Yinying, a professor at the School of Public Administration of Huazhong Agricultural University and executive director of the Hubei Provincial Public Management Research Association, made a report entitled "The Process Decomposition and Governance of the Fragmented Cumulative Growth of Farmhouses and Homesteads in the Suburbs of Megacities", she revealed the process of value transformation of farmhouses and homesteads through the study of rural homestead expansion in Pudong New Area, which provides an important reference basis for the government to strengthen homestead supervision and formulate homestead reduction management measures, and has guiding significance for optimizing land management and farmland protection.

Fang Danhui, Director and Associate Professor of the Department of Public Safety and Emergency Management at Wuhan University of Technology, discussed the application of scenario analysis technology in epidemic risk management during the Winter Olympics in her report titled "Application of Scenario Analysis Technology in Emergency Management".Her research provides effective assessment tools and strategies for the safety management of the Winter Olympics by setting specific scenarios, constructing a cross impact matrix, and forming a visual hierarchical structure for detailed scenario deduction, enhancing the ability to respond to public health emergencies

Zhang Xiaoyan, a professor at the School of Public Administration of Hubei University, gave a speech on the development status of integrated medical and elderly care institutions, evaluation criteria and key factors affecting their high-quality development with the title of "Analysis of the Driving Effect of the Development of Integrated Medical and Elderly Care Institutions and Long-term Care Insurance". She constructed an evaluation index system for the high-quality development of integrated medical and elderly care institutions, and conducted an empirical study on the development of integrated medical and elderly care institutions driven by the long-term care insurance system. Professor Zhang pointed out that the future development of integrated medical and elderly care services in China needs to focus on innovative service models, accurately locate service needs, pay special attention to industrial development in rural and poor areas, improve service quality and expand service supply.

Shi Danxi, deputy dean of the School of Law and Public Administration of China Three Gorges University and executive director of Hubei Provincial Public Administration Research Association, analyzed the current situation and challenges of reemployment of young and elderly people in China in a report entitled "The Practical Dilemma of Urban Young Elderly Reemployment and Its Relief Path in the Context of Active Aging". He pointed out that there are problems such as low proportion, single structure and insufficient ability of young and elderly people in reemployment, so he put forward a policy to promote reemployment, that is, to expand reemployment channels and release the potential of reemployment with refined quality and efficiency.

Chen Si, associate researcher of Hubei Academy of Social Sciences and deputy secretary-general of Hubei Provincial Public Management Research Association, expounded the importance of safe governance for the modern governance of megacities with the title of "Practical Exploration of Safe Governance in Megacities - Taking Wuhan as an Example", focusing on the "Ping An Partner" model. This model relies on the guidance of party building, multiple linkages and discussion and consultation mechanisms to effectively promote community governance. She emphasized that the safe governance of megacities should actively build a "safe governance community", reshape the governance ecology, and form a "grass-shrubbed" pluralistic governance system that integrates the government, the market and society.

The keynote speeches of the 10 experts were rich and profound, covering a number of hot issues in the field of public management, and put forward many forward-looking and innovative views, which stimulated heated discussions and in-depth thinking among the participants. The wonderful speeches and insights of the experts won wide recognition and warm applause from the participants, and contributed valuable wisdom and strength to the development of public management discipline.

3. Academic Forum

In the afternoon, there were six parallel forums in the academic seminar, focusing on "Grassroots Governance System and Practice Innovation", "Public Service and People's Livelihood Security", "Digital Transformation of Grassroots Governance and Platform Governance", "Urban Renewal and New Urbanization", "Urban Resilience and Public Safety", and "Collaborative Governance and Sustainable Development". The speakers at each venue made wonderful presentations on their research results, and the commentators put forward opinions and suggestions with great reference value from a professional perspective, which fully reflected the good atmosphere of academic exchanges.

4. Closing Ceremony

At the closing ceremony, the moderator, Zhang Guangke, dean and professor of the School of Public Administration of Zhongnan University of Economics and Law, and vice president of the Hubei Provincial Public Management Research Association, read out the results of the conference papers. The person in charge of the research society presented awards to the winning papers in turn. With the successful completion of the paper awarding session, the academic conference was officially concluded.
