In his article, Xu Bu pointed out that in recent years, developed countries' policies have become increasingly inward-looking, anti-globalization thinking has seriously emerged, international development cooperation lacks momentum, and development issues are increasingly marginalized in the international agenda. Currently, geopolitical conflicts are frequent, non-traditional security issues are severe, over 800 million people are suffering from hunger, and 350 million people require humanitarian assistance. However, the progress of implementing the UN's 2030 Agenda for Sustainable Development has fallen far short of expectations, and UN Secretary General Guterres even reluctantly said, ‘The 2030 Agenda for Sustainable Development is turning into an ideal mirage.’ President Xi Jinping has put forward the Global Development Initiative, which focuses on the urgent and realistic need to promote world economic growth, advocates innovation-driven development, and calls for taking the new round of scientific and technological revolution and industrial change as an opportunity to advance scientific and technological and institutional innovation, promote modern industrial development, bridge the digital gap, and join hands to achieve stronger, greener, and healthier global development.
