On September 3rd, the theoretical seminar on "Advancing the Building of a Cyberspace Community with a Shared Future for Mankind towards a New Stage" was held in Beijing as a part of the World Internet Conference . Zhuang Rongwen, Director of the China Internet Information Office and Chairman of the World Internet Conference, Wang Song, Deputy Director of the China Internet Information Office, Ren Xianliang, Secretary-General of the World Internet Conference, and other officials attended the event. Keynote speeches were invited from Wu Hequan, academician of the Chinese Academy of Engineering; David Gosset, founder of the Sino-European-American Global Initiative; Ke Ruiwen, Chairman of China Telecom; Wu Jianping, academician of the Chinese Academy of Engineering and Director of the Zhongguancun Laboratory; Li Junru, former Vice President of the Party School of the Central Committee of the CPC; Jeong Gi-man, Honorary Professor of the Korea Advanced Institute of Science and Technology and the "Father of the Korean Internet"; David Ferguson, Honorary English Editor-in-Chief of the Foreign Languages Press of China International Publishing Group; and Mark Lin, Fellow of the Australian Academy of the Humanities, among others. On September 11, People's Daily published excerpts from the participants' speeches at the theoretical seminar of the World Internet Conference. Xu Bu, Chairman of the Global Development and Security Institute at Jiangsu University,delivered the following remarks:
The world is undergoing profound technological revolutions and industrial transformations, with breakthroughs in technologies such as the Internet, big data, and artificial intelligence driving the development of the digital economy. At the same time, issues such as the politicization of the internet, the expansion of security concerns, and the fragmentation of mechanisms exist in the international cyberspace, posing challenges to international cooperation.
The concept of building a cyberspace community with a shared future, coupled with the significant initiative to "jointly advance the building of a cyberspace community with a shared future towards a new stage," serves as a guiding beacon for the establishment of a fair and rational international cyberspace, carrying profound global significance. This vision leads international cooperation in cyberspace by urging countries to strengthen communication, broaden consensus, uphold peace and security, and foster open cooperation. It promotes fairness and justice in cyberspace by advocating respect for network sovereignty and the rights of all countries to independently choose their path of network development and equally participate in international network governance. It safeguards the legitimate rights and interests of global southern countries, emphasizing that the future and destiny of cyberspace should be jointly controlled by all countries worldwide. Furthermore, it serves as a bridge for international communication in cyberspace, promoting the prosperous development of network culture, and accelerates the process of building a community with a shared future for mankind. In September 2024, the United Nations will convene the "Future Summit," where digital governance has increasingly become a focal point of international concern. All countries should unite to bridge the gap in digital governance, address digital poverty and inequality, and support equitable digital transformation.
