Abstract:
Quality of papers and quality and influence of journals are complexly and interactively related. However, people in academic and periodical worlds are usually simple and partial in judgment of quality of papers and assessment of quality of journals. In other words, they usually equal the influential elements to influence of journals, influence of journals to their academic quality and quality of papers. As a result, either journals or document measurement institutions, either scholars or scientific research administrators, are equally helpless and awkward in face of the current assessment system. Therefore, one of the difficult problems facing humanistic and social science workers and administrators is to develop and complete a just and fair and scientific and reasonable system of academic assessment with combination of quantitative assessment with qualitative assessment so that researchers, disseminators, administrators and assessors of humanities and social sciences will find themselves in place and take their respective responsibility and that humanities and social sciences will work in a virtuous circle.
