Industrial groups have prominent assembling effects on county economic development, which makes these groups able to play an important role in raising the scalelevel, competitive ability of development and innovative capacity of county economy and upgrading and optimizing industrial structure to promote rural industrialization and urbanization. The following strategies are to be adopted by Government to speed up development of county economy, namely, creating a policy environment for growth of industrial groups, developing advantageous characteristic industrial groups, actively promoting assembling of industries, speeding up construction of towns and optimizing the county's system of investment and circulation.
