Abstract:
In the Qianlong’s reign of the Qing Dynasty there were more floods than droughts in the Yellow River Inundated Plains. The major causes for these disasters were non other but worsening of natural and social environment. There were more great changes in goegraphy and climate. Even worse, the rapid increase of the population led to violent damage of ecological environment. What’s more, low efficiency of irrigation works and of adiministrative systems at different levels also accounted for the disasters.
