Abstract:
After conquering the Koguryo Kingdom, the Tang government set up 9 Dudu Fu(s), 42 prefectures and 100 countries along the southern HuanrenKuandianFengcheng region of the Koguryo domain. Besides, Liaodong Zhou Dudu Fu, which administered several prefectures and countries was set up in the north of the Liaodong region, Xiongjin Dudu Fu was set up in the Baekje domain and Jilin Zhou Dudu Fu was set up in the Silla domain. All these administrative setups mentioned above were under the charge of the Andong Duhu Fu. Due to the Koguryo rebellion, the Jimi system protected by Andong Duhu Fu was not totally implemented. When the Tang government put down the rebellion, Andong Duhu Fu had to be moved west, which made both Andong Duhu Fu and Liaodong Zhou Dudu Fu share the same jurisdiction. On this basis, Andong Duhu Fu became Chengpang Jimi Prefecture with the function of controlling Liaodong Zhou Dudu Fu. After the Yingzhou Rebellion, Dae Joyeong fled to the eastern regions and founded the Zhen kingdom whose domain covered the Koguryo capital, Guonei city.As both the Andong Duhu Fu and Liaodong Zhou Dudu Fu had been abolished, the Tang government turned to the Jimi Dudu Fu system: it set up the Andong Dudu Fu and appointed a Koguryo imperial descendant as the Andong Dudu. Although the Andong Duhu Fu was reset thereafter in Pingzhou and Yingzhou, mainly functioning as a military branch to manage the Khitay and Xi, its roles and nature were a far cry from the older one.
