“卡脖子”关键核心技术的甄选机制研究

摘要:
关键核心技术问题关系我国经济社会高质量发展与国家安全的重大战略问题。准确判断科技发展趋势、甄选出关系全局和长远发展的“卡脖子”关键核心技术是补齐高技术产业短板、解决关键核心领域“卡脖子”难题的首要任务,对优化我国科技创新资源配置、提升科技支撑能力具有重大意义。在对国内外技术甄选相关学术研究与实践经验进行总结的基础上,从研究方法、参调专家以及机制模型等3个方面进行总体设计,可构建基于国家竞争、服务于政府的“卡脖子”关键核心技术甄选机制模型与基于产业竞争、服务于企业的“卡脖子”关键核心技术甄选机制模型,进一步丰富“卡脖子”关键核心技术甄选体系。

Abstract:
The key and core technology areas are related to the highquality development of China’s economy and society and the major issues of national security. Accurately judging the development trend of science and technology, selecting the key and core technologics, which is related to the overall situation and longterm development, is the primary task to make up the short board of hightech industry and solve the problem in the key and core technologics field, which is of great significance to optimize the allocation of science and technology innovation resources and enhance the support capacity of science and technology in China. Based on a summary of the relevant academic research and practical experience of technology selection at home and abroad, this paper portrays the overall selection mechanism of key and core technologies from three aspects, research methods, experts and mechanism models, and puts forward the strategic measures to strengthen the technology selection.
