Abstract:
In a state of crisis, the behaviors and choices of multiple entities such as governments, social organizations, enterprises, and citizens are affected by different game strategies, and it is often difficult to achieve cooperation spontaneously.The social order will be in a state of instability and be at a “turning point of governance”.In a state of crisis, emergency information, legal regulations, and power supervision of power are the core variables for constructing a public crisis governance network and affecting the transformation and evolution of the social order.In order to achieve cooperation among multiple entities, emergency information disclosure must be timely, accurate, and comprehensive, and laws and regulations must clearly define the boundaries of the rights and responsibilities of multiple entities, realize the cooperative governance of multiple entities, and promote the sound development of social order.
