China put forward and began to implement the West China Development Strategy in 1999. Due to the laggard economica development, naturally severe conditions and ecologically fragile environment of the west region, the contradiction between economic and social development and ecological and environmental protection was extremely sharp. Therefore, coordinating the relationship between them was a crucial challenge for the development of western China. Since the development of the western region, through a series of measures, the utilization efficiency of resources in the western region has been improving, and in some respects, the extent of improvement exceeds the national average level. In terms of improving the efficiency of resource utilization, the policies and measures in the western region have achieved remarkable results, but the extensive development mode of a resourcebased economy has not fundamentally changed. The contradiction between economic development and resource environment is still prominent, and the ecological environment problem is still serious. Therefore, the western region needs to summarize its development path in the past 20 years, and under the guidance of the new development concept, determine the path to achieve green development in the future.
