Policy communication of the “Silk Road Economic Belt” construction as an important guarantee, plays a decisive role in the process of the economic belt construction. However, there are interest conflicts of interest and contradictions in the process of economic belt construction, and the interested party will make a different choice of communication behavior driven by benefitmaximization. Meanwhile institutions which regulate communication behavior are fractional, and incentive mechanism to encourage interested party to actively communicate are absent. We must proceed the coordination of interest relations, change the methods of communication, improve the institutional system, adjust the incentive mechanism, so as to construct a cooperation mechanism in the policy communication.
