Abstract:
During the period of the Beiyang Government, the political situation was unstable, the economy in a depression, and the people lived in an abyss of suffering. However, higher education during this period not only grew and improved in quantity, but also achieved a breakthrough in schooling quality. This was the beginning of modern Chinese universities.Under such general background, modern universities made gratifying achievements in the idea of the university, institution construction, talent cultivation, scientific research and so on. It has certain theoretical value to review and look at the relationship between the Beiyang Government and higher education and the development of higher education in this period.
