Fiscal policy is a booster and adjuster for the development of Elder Care Service. The development of Elder Care Service in Shanghai ranked at the forefront of the country and has accumulated rich practice and exploration experience, therefore the whole country can be seen in Shanghai. Based on the above, we summed up the experience and problems through combing the financial policies of Elder Care Service in Shanghai, and proposed the following four ideas for the adjustment and development of our country’s future fiscal policies: Firstly, we must aim at the implementation of the policy and integrate and adjust financial policies rationally; Secondly, we must optimize the structure of financial input and strengthen the function of policy guidance; Thirdly,we must note the effects of stimulating Finance Stimulate the leverage and pry of finance, and guide social funds to participatian; Fourthly, we must continue to increase financial input and focus on improving personnel protection mechanism.
