学前教育立法研究
国外学前教育立法的启示

摘要:
发达国家学前教育事业起步较早,立法相对成熟,其主要特征有:规定学前教育部分免费,或者国家提供一定学前教育条件以保障其公益性;强调政府以财政投入、家庭补贴等形式为学前教育提供支持;用立法明确各级政府及其职能部门的权责划分;设立严格的准入资格,通过完善的培训和薪资制度吸引优秀的学前教育师资;提供家长培训,加强家园合作,促进家长履职;通过立法保护幼儿安全等。国外学前教育立法对我国《学前教育法》的制定具有借鉴意义。

Abstract:
The early development regarding the legislation of preschool education in developed countries has reached its mature stage. Its key features include protecting the public welfare of preschool education as a state responsibility, emphasizing the meaningful government investment for preschool education, clarifying the government’s obligation at all levels, optimizing the faculty team, encouraging parental responsibility through training courses and enhancing cooperation between families and kindergarten as well as ensuring child safety by proposing legislation. The enactment of the Chinese Preschool Education Act will benefit from foreign experience.
