Abstract:
The early development regarding the legislation of preschool education in developed countries has reached its mature stage. Its key features include protecting the public welfare of preschool education as a state responsibility, emphasizing the meaningful government investment for preschool education, clarifying the government’s obligation at all levels, optimizing the faculty team, encouraging parental responsibility through training courses and enhancing cooperation between families and kindergarten as well as ensuring child safety by proposing legislation. The enactment of the Chinese Preschool Education Act will benefit from foreign experience.
