Abstract:
Preschool education is the beginning of lifelong education, and legislative protection is the premise for promoting preschool education healthy and orderly development.The preschool education legislation is a people’s livelihood improvement problem, which is closely concerned by the CCP central committee and local governments. Shortage of local preschool education funds, low enrollment with high tuition, difficulty of teacher construction and lack of normative and guidance on social forces infusing preschool education become realistic demands of local preschool education legislation. Through the current situation of local preschool education legislation, we have found that: the number of local preschool education legislation shows “East more, west less”; there is a conflict between local preschool education laws in the same area; there is an absence of rights and obligations relations and the vagueness of substantive provisions. Therefore, clarify the nature and legal status of preschool education, determining the boundaries of rights and obligations between preschool education subjects, and establishing a supervision and accountability system of preschool education are the improvements needed in preschool education in local legislation direction in the future.
