学前教育立法研究
我国学前教育立法的现实诉求与基本问题观照

摘要:
学前教育是基础教育的先声、终身教育的开端、人生发展的起始阶段。面对我国学前教育办学经费匮乏、“入园难”“入园贵”、师资队伍建设滞后、办学秩序混乱等现实诉求,我国学前教育立法势在必行。学前教育立法必须坚持维护儿童的游戏权利,确保公益性、普惠性和公平性的立法宗旨,厘清国家、学校、家长和社会的权利(力)义务关系,建立健全办学体制、投入体制、师资体系、问责机制等各项保障制度,以期促进儿童健康成长和学前教育事业向前发展。

The Realistic Pursuit and Main Issues Focus of Preschool Education Legislation in China

Abstract:
Preschool education is the foundation of elementary school,the beginning of lifelong education and the initial stage of life development. It is imperative to support preschool education legislation in China, in order to resolve issues such as the shortage of preschool education funds, the difficulty of entering kindergarten, the backwardness of teaching staff construction and the disorder of operating schools. For the purpose of promoting the healthy growth of children and the development of preschool education career, preschool education legislation must defend children’s game rights, ensure the legislative purposes of public welfare,universal and fair quality, clarify the relationship between rights (force) obligations in our nation, preschools, parents and society, establish a society security with a sound run-schooling system, investment system, teacher system and accountability mechanisms.
