Abstract:
In recent years, China’s air pollution has intensified, which gradually transformed from local pollution in core cities into regional pollution. Air pollution is significantly different between regions. In this paper, according to whether city’s PM2.5, PM10 and O3 concentration meets the second grade of national standards, 37 major cities are divided into three groups, which were the blue sky group, haze pollution group and compound pollution group. The ambient air quality of three groups deteriorated in turn. In order to promote the continuous improvement of ambient air quality of each locality, the central authorities should strengthen cooperation with localities to build a localized air pollution control model. The central government should plan air pollution control measures over all and improve the evaluation system of environmental performance in regions.Under the command of the central authorities, the local government in the blue sky group should construct the innovation driving mechanism. The local governments in haze pollution group should improve the coal dominated energy consumption structure and promote the marketization of air pollution control. The local governments in compound pollution group should promote the intensive urbanization and improve the environmental legal system.
