The emergence of Internet technology is a major event in the developing history of human society, it is accelerating the process of human civilization, rapidly changing the ways of human production, living and thought. Under the Internet technology’s push forward, the state of academic journals’ creation, and broadcast, has changed a lot. There are several main outstanding problems in the development of academic journals,such as the contradiction between the traditional paperpublishing and modern digital publishing, the one between the timeliness of paper publishing and the quality controlled by the editors’ office, the one between preevaluation and post evaluation, the one between availability of network academic resources and academic innovation, the one between integrity in the academic journal’s image and fragments in content, the one between single paper expression and the wholescale publishing. In order to solve these problems, we should actively take measures, such as urgently updating the ideas about publishing, modifying the managing method, using new technology, etc.
