Abstract:
Vocational Education Act has existed for 20 years since its promulgation in 1996.It has propelled China’s vocational education fully into the orbit of the legal system, built the basic framework of a modern vocational education system and promoted the prosperity of vocational education. But with rapid economic and social changes, Vocational Education Act, with its toolcentered legislative tendency, nonstandard legislation technology, lacking of contents, lax law enforcement and so on, has seriously affected the construction of a modern vocational education system in China. Therefore, it has become a priority for China’s vocational education reform and development to accelerate the process of repairing Vocational Education Act and making a new vocational education law which is of a rightsbased standard, standard legislation technology, complete contents and strong operability .
