Abstract:
In spite of the criteria of The Regulations for Academic Committees of Higher Learning Institutions, the academic committee of higher learning institutions possesses academic power rather than state power. This is derived from freedom of scientific study, a fundamental right of higher learning institutions, authorized in the constitution of our country, which belongs to social power. As an institutional guarantee of freedom of scientific study, the academic committee of higher learning institutions must not prevent the freedom of scientific study or go beyond it. The Regulations for Academic Committees of Higher Learning Institutions is introduced to offer precious space to further perfect the participant subject, legislative responsibility and solution of disputes.
