On the Effects of the Educational Policy Performer’s Opportunistic Conduct on the Improvement of Educational Policies

Abstract:
The policy activity is a systematic activity of policy making, policy implementing and policy evaluating, which are closely associated and mutually affected. Policy improvement, a revision based on the original policy, is a special kind of policy making, which is directly affected not only by policy evaluation but also by policy implementation. For a long term, studies of policy improvement have emphasized only effects of policy evaluation but neglected effects of policy implementation on policy improvement. The educational policy performer’s opportunistic conduct is the policy performer’s pursuit of individual interests in the process of performing the policy. The process, result and aim of his conduct affect the improvement of educational policies through the policy maker’s impressionistic assessment, empirical assessment and intercourse conduct.
