Abstract:
Because the externality exits, and the property is difficult to be clearly defined, the government has taken the environmental protection as a public welfare which is characterized as single body, low efficiency, and unsustainability. With the more serious pollution and the improvement of people’s living standards, the people are no longer reluctant to pay for environment protection, and the product of environmental protection becomes a common goods that is featured as scarcity and strong demand. As a result, the people’s concept of free access to ecosystem service is changing, payment for environment protection is becoming usual, the market mechanism works, and the environmental protection has transferred from a public welfare to a market product and has become more sustainable.
