A Penetrative View of the “Government Paradox” in the Course of Equilibrium Development of Compulsory Education

Abstract:
The phenomenon of “government paradox” affects and restricts the course of equilibrium development of compulsory education.“Path dependence”, motive of “economic men” and “limited reasoning”, failure of governmental actions and so on in government decision making are the hotbed for “government paradox”. The “government paradox” is believed to be removed by establishing and completing a scientific and reasonable mechanism of sharing governmental responsibilities, forming a decisionmaking mechanism with public participation, optimizing government executive mechanism and establishing a scientific checking mechanism of educational achievements.
