义务教育均衡发展进程中“政府悖论”现象透视

摘要:
“政府悖论”现象影响和制约着义务教育均衡发展的进程。政府决策中的“路径依赖”、“经济人”动机、“有限理性”以及政府行为失败等是导致“政府悖论”产生的根源。建立健全科学合理的政府责任分担机制、构建公众参与决策机制、优化政府执行机制、建立科学的教育政绩考核机制是破解“政府悖论”重要途径。

Abstract:
The phenomenon of “government paradox” affects and restricts the course of equilibrium development of compulsory education.“Path dependence”, motive of “economic men” and “limited reasoning”, failure of governmental actions and so on in government decision making are the hotbed for “government paradox”. The “government paradox” is believed to be removed by establishing and completing a scientific and reasonable mechanism of sharing governmental responsibilities, forming a decisionmaking mechanism with public participation, optimizing government executive mechanism and establishing a scientific checking mechanism of educational achievements.
