Abstract:
Four major representative factors were drawn by applying a multielement statistic analysis to the data of the five selected greatly effective types of public service in rural areas as qualityevaluating targets. The factors were introduced into analysis of the sampling data from the 31 provinces (metropolis and regions) in 2011 and a comprehensive ranking of all provinces in quality of rural public service was obtained. According to the comprehensive marks of the factors, the 31 provinces (metropolis and regions) can be divided into four regions with different qualities of rural public service by a factorclustering analysis. Finally, based on distinctions of different regions, several practical means are recommended to improve the quality of rural public service.
