Abstract:
Under the background of the “Double Reduction Policy”, the state has begun to promote the legislation on the regulation of offcampus training, making it extremely necessary to research the relevant legislation design. Currently, the development of extracurricular training institutions lacks legal norms; the regulatory basis for extracurricular training is insufficient; and the protection of the legitimate rights and interests of students is inadequate. This fully reflects the urgency of launching relevant legislative activities. The legislation on the regulation of offcampus training must clarify its legislative purposes for standardizing extracurricular training activities and promoting healthy growth of minors. It should establish basic principles such as the leadership of the party, the protection of the rights and interests of minors, public welfare, and categorized supervision. Under the guidance of the objectives and principles of the legislation, the construction of a legal system including admission permits, fee regulation, practitioner regulation, safety management, and legal liability is an important guarantee for the highquality development of the offcampus training industry.
