Abstract:
The report of the 20th CPC National Congress puts forward clear requirements for the improvement of the policy system of distribution according to elements. As an important part of the basic system of data elements, the income distribution of data elements is of great significance in promoting the reform of the distribution system in the new era and promoting the common prosperity of all the people. The original data providers, represented by platform consumers and employees, play a decisive role in the formation of data elements, providing raw materials for data elements and “labourers” in the production of data elements.It should be one of the subjects of the income distribution of data elements. At the same time, there is an inherent consistency between the participation of original data providers in the distribution of data factor income and the logical basis, development goals and value criteria of common prosperity. However, at this stage, due to the unclear ownership of data, the original data providers can not claim their own data rights and interests, the organizational mechanism of original data providers’ participation in distribution is not perfect, and the participation of original data providers in distribution is faced with technical problems.It is necessary to strengthen the construction of laws and regulations to protect the income of data elements of original data providers; improve the construction of organizational mechanism to create a new order for the distribution of data elements; and speed up the innovation of digital technology and overcome the barriers to the distribution of data elements. To explore the practical path for original data providers to participate in the distribution of data elements is the only way for our country to make substantial progress in common prosperity in the digital era.
