Abstract:
The opening and utilization of government data is of great significance to the construction of Digital China. However, the insufficient utilization and poor effects after the opening of government data are the prominent difficulties that hinder the realization of its value. Based on the logic of data utilization, this paper analyzes the content of the relevant policy texts issued by each province, so as to identify the framework, content and shortcomings of the existing policies, and provide a basis for optimizing the data utilization oriented’ open government data policy. The study found that at present, the overall number of policy texts involving the open utilization of government data in all provinces is small and the content is insufficient, showing the current situation of emphasizing the release but neglecting the use. Most policies focus on regulating some data utilization conditions, but they are weak in terms of data utilization subjects, behavior, results and ecology. It is suggested to strengthen the demand orientation of government data opening policy, form a comprehensive governance system that runs through the whole process of data utilization, establish concrete and effective utilization support measures, and give full play to the due role of open government data use in the construction of Digital China.
