Abstract:
The development of Chineseforeign cooperation education has entered a period of rapid development. It is a requirement to cooperation schools to improve the quality, and perfecting the exit mechanism is of great significance to ensuring highlevel school running.At present, the normative texts on which China’s exit mechanism are based are scattered and too low in rank, the exit mechanism is highly closed, and there is a lack of corresponding rights protection mechanisms. The abovementioned factors restrict the development of the mechanism.This article uses a legitimate perspective to divide the trigger criteria for the exit mechanism.Among them, the internal substantive standard involves value judgment, which requires a high level of legitimacy for administrative decisions, while the external objective standard is only a factual judgment, and the withdrawal decision triggered by it is only in the sense of administrative management.Based on the logic of system dichotomy, starting from the legitimization path of legality, democratization, and scientification, it puts forward suggestions for improvement such as raising the legislative rank, constructing a classified exit mechanism, constructing an authoritative quality evaluation mechanism, and improving internal and external relief mechanisms.
