Recently, Professor Xinbo Sun and his team from the School of Business Administration wrote a political consultation report titled "Countermeasures and Suggestions for Accelerating the Development of Animation Industry in Shenyang". This report was published in the 6th issue of the "Special Report on Countermeasures and Suggestions of Shenyang Federation of Social Science Associations" of Shenyang Federation of Social Science Associations in 2024, and received positive feedback from Xinwei Wang, Deputy Secretary of the Liaoning Provincial Committee and Secretary of the Shenyang Municipal Committee. This represents a notable think tank achievement, demonstrating NEU active engagement in local economic and social development research, active service for the revitalization of Northeast China, and accelerated development of Shenyang animation industry. It is also a research achievement of the key project of National Natural Science Foundation (72332001).
The report, grounded in the current situation and challengesfacing the animation industry in Shenyang, conducted research and discussions with relevant enterprises and industry associations. It fully affirmed the achievements of Shenyang’s animation industry while pointing out several issues: a lack of leading support and funds for industrial development, a mismatch between the supply and demand of industrial talents, along with the imperfect talent attraction, education, and retention mechanism; limited utilization of cultural resources and the immature IP development mechanism; and an incomplete industrial ecology with an impefect cooperation mechanism. In response to these problems, the report puts forward that Shenyang should accelerate the remolding of government’s role to guide the construction of a new industrial development model; break through the traditional thinking by leveraging politics and Industry-University-Research collaborations to consolidate the highland of talents; expedite the excavation of cultural resources and improve the IP development mechanism; and lead the ecological construction of the animation industry, fostering horizontal industry linkage.
