某青年公寓改造工程的进度管理研究

摘 要
经过二十几年的快速发展,房地产开发模式逐渐由增量市场转向存量市场。特别是近十余年来,建筑行业建成的房屋数量巨大,因此现在老旧房屋的改造需求也在快速增加。
本文通过文献研究法和专家访谈法阐述分析了老旧房屋模式改造工程的特点及影响项目进度计划的因素,通过工程量计算法和三点时间法分析了改造工程的进度管理,结合项目某青年公寓改造工程实例,通过挣值法验证了“进度-成本”的时间监管效果。
研究结果表明,老旧房屋改造工程具有工期较短,增加了拆除工作,工期内有住户使用房屋,对公共安全影响大等特点,需要增加公共安全专项管理措施,现场住户专项组织措施,拆除专项经济和技术措施。根据进度管理的影响因素及改造工程的特性,可采用PROJECT工具来进行项目进度管理计划的编制,并由挣值原理来实现对改造工程的实时监控,以达到实现进度计划的目的。老旧房屋改造项目复杂且庞大,牵扯到各方的利益,这不仅是政府改善民生的重要举措,更是城市升级改造的重大课题。仅通过对某青年公寓改造工程的进度管理实例研究,提出解决相关影响进度计划因素的方法措施显得比较片面,需依据更多老旧房屋工程特性进行具体分析验证。

Abstract
After more than 20 years of rapid development, the real estate development model has gradually changed from the incremental market to the stock market.Especially in the past decade or so, the number of houses built in the construction industry is huge, so the demand for the renovation of old houses is also increasing rapidly.Through literature research and expert interviews, this thesis expounds and analyses the characteristics of the old housing model renovation project and the factors affecting the project schedule,the progress management of renovation project is analyzed by means of engineering quantity calculation method and three-point time method,combining with an example of a younger apartment renovation project, the time supervision effect of "progress-cost" is verified by earned value method.
The study results showed that the renovation project of old and old houses has the characteristics of shorter construction period, more demolition work, the use of houses by households during the construction period, which has a great impact on public safety. It needs to increase special management measures for public safety, special organizational measures for households on site, and special economic and technical measures for demolition.According to the influencing factors of schedule management and the characteristics of the renovation project, PROJECT tool can be used to compile the project schedule management plan, and earned value principle can be used to realize the real-time monitoring of the renovation project, so as to achieve the goal of the schedule plan.The old housing renovation project is complex and huge, involving the interests of all parties. It is not only an important measure for the government to improve people's livelihood, but also a major issue of urban upgrading and renovation.Only through the case study of the progress management of a younger apartment renovation project, it seems one-sided to put forward the methods and measures to solve the related influencing factors of the schedule plan, which need to be analyzed and verified in accordance with more characteristics of the old housing project.
