As an important part of the digital China strategy, the construction of digital government is the core engine to promote national digitalization and the key link of Chinese-style modernization. Its primary stakeholders are mainly construction subjects directly involved in all aspects of digital government construction and the whole process of each link, and they jointly undertake the heavy responsibility of government digital construction and digital transformation. Starting from the dimension of primary stakeholders in digital government construction, this paper discusses their responsibilities, roles and functions, which can not only better play the subjective active role of primary stakeholders in digital government construction, but also assist the government to better organize, manage and control e-government engineering projects, which is of great value to continuously improve the level of digital government construction. |
