摘要:The synergy within the marine strategic emerging industry-resource-environment (MSEIRE) system is intricately linked to the dynamic process of achieving sustainable marine development. This study aims to design a comprehensive evaluation framework to assess the coupling coordinated development of the MSEIRE system, with a particular focus on non-natural resources. Specifically, it explores the internal correlation mechanisms and interactions within the MSEIRE system. An enhanced coupling coordinated degree (CCD) model and a novel flexible grey model are employed to scientifically evaluate and forecast the MSEIRE system across 11 coastal provinces of China. It also examines the spatiotemporal evolution of the system. Empirical findings reveal that from 2011 to 2020, the overall evolution pattern of China’s MSEIRE system exhibits an M-type trend. During the forecast period (2021–2025), except for Tianjin and Hebei, all other coastal provinces demonstrate an upward trend in CCD. Notably, significant regional disparities exist in the spatial distribution of CCD, with more coordinated development observed in the eastern coastal provinces. It indicates decreasing polarization, with intra-zonal differences among marine economic zones being the principal factor contributing to overall regional disparities. The primary cause of imbalance in the MSEIRE system is identified as the lag in the development of marine strategic emerging industries. Consequently, this study provides a scientific foundation for the coordinated development of the MSEIRE system. It underscores the necessity of continuously enhancing the marine strategic emerging industrial chain and reinforcing cross-regional linkages of resources and environmental factors.
