The Anhui Provincial Critical Laboratory of Industrial Safety and Emergency Technology was established based on the related advantageous disciplines of Hefei University of Technology. The laboratory focuses on the primary needs of emergency management and safety production in our province, concentrating on significant common problems urgently needing to be solved in industrial safety and emergency support. It targets the collecting, detecting, processing industrial safety information, and preventing and controlling safety production risks. Guided by safety, centered on information, utilizing measurement as a means, and aiming at prevention and control, the laboratory conducts essential theoretical exploration, critical technical research, engineering application, and industrial development work aimed at industrial safety and emergency technology. To fully leverage the role of the provincial critical laboratory and to utilize its facilities for high-level, comprehensive interdisciplinary research, supporting new ideas, methods, technologies, and the development of multidisciplinary fields, and to promote an academic atmosphere of innovation, pragmatism, openness, and exchange, the laboratory plans to establish the "Independent Innovation Special Project". The following are the details regarding the application for this year's "Independent Innovation Special Project":
I. Funding Scope and Conditions
1.1 Project research should align with the research directions of the critical laboratory and meet the construction and development needs of the laboratory.
1.2 Priority will be given to research projects in industrial safety and emergency technology that have significant academic significance and practical value, as well as to researchers from outside the university who have made outstanding achievements. Additionally, priority will be given to researchers from leading enterprises within Anhui Province.
Personnel who cannot apply as project leaders include full-time postgraduate students (including those currently enrolled), retired scientific researchers, researchers currently undertaking open fund projects of the laboratory, and internal personnel who are currently undertaking or applying for other central government basic research business fee support projects within the same year.
For internal applicants (must be born after January 1, 1984), their project teams must include collaborators from external units; for external applicants (must be born after January 1, 1984), their project teams must consist of fixed personnel from this laboratory as the second applicant (must be born after January 1, 1984), serving as the internal project leader and financial approver for this project. In principle, external personnel should be intermediate-level or above scientific researchers from leading enterprises in their respective industries.
1.3 Non-critical laboratory researchers who are employed and applying for projects must hold an intermediate title (including intermediate) or have obtained a Ph.D. The applicants should have a solid research foundation and work accumulation and must obtain consent from their unit or department. The application procedures must be complete, and the materials provided must be comprehensive.
II. Key Funding Research Directions
2.1 In 2024, the laboratory will prioritize funding for the following topics:
(1) Safety risk identification and control; (2) Accident analysis and monitoring early warning; (3) Emergency rescue simulation and decision-making; (4) Emergency command dispatch and support.
2.2 For detailed content of each key topic, please refer to the "Application Guide for Independent Innovation Special Project of the Anhui Provincial Critical Laboratory of Industrial Safety and Emergency Technology" (see Attachment 1).
III. Application and Approval
3.1 Applicants should fill out the "Independent Innovation Special Project Application Form" (form now on referred to as the "Application Form", see Attachment 2) according to the format specified in the application guide released by the critical laboratory.
3.2 The applicant's unit should sign off on the opinion, and unit’s leader should sign the application form and affix the unit's official seal. Two copies of the application form should be submitted to the laboratory before the deadline (postmark date). The application deadline is specified in the application guide.
3.3 The critical laboratory will review the qualifications of the project applications and submit the qualified application materials to experts in the relevant academic field for pre-review.
3.4 The critical laboratory will submit projects that pass the pre-review to the academic committee for evaluation, determine the funded projects, and notify all applicants of the evaluation results.
3.5 After approval of the project application, the project bearer should revise the project design according to the evaluation comments in conjunction with designated project collaborators appointed by the critical laboratory and fill out the project task book, formally establishing the project in the critical laboratory.
IV. Project Management
4.1 The project acceptance period is two years, with a funding amount of 50,000 to 100,000 yuan per project.
4.2 All funds for this project shall not be allocated externally. Project teams of external applicants must include fixed personnel from this laboratory as the second applicant, serving as the internal project leader and financial approver for this project, and assisting the applicant in handling financial reporting and transfer procedures.
4.3 The critical laboratory is responsible for implementing and managing the "Independent Innovation Special Project". Management includes (1) verification and implementation of project funding; (2) inspection of project progress and quality; (3) project acceptance; (4) reporting scientific research results to the competent management department.
4.4 Within two months after the expiration of the project execution period, the project leader should carefully fill out the "Completion Report of the Independent Innovation Special Project of the Anhui Provincial Critical Laboratory of Industrial Safety and Emergency Technology". The report should include a summary of work, project completion status, list of achievements, software source code, and list of papers. After review and signature by project collaborators, the critical laboratory will organize acceptance and report the project completion status to the researcher's unit. Those who fail to submit the summary report as required will have their eligibility for future external projects of the crtical laboratory revoked and will be notified to their work unit. Projects with outstanding achievements will be given priority funding in the next year's external projects of the critical laboratory.
4.5 The achievements of the project (papers, awards, patent applications, technology transfers, etc.) will be shared between the project leader's unit and this critical laboratory. When publishing documents or applying for awards, it must be indicated that it was supported by the "Fundamental Research Funds for the Central Universities" and the project number. In English, it should be indicated as supported by the Fundamental Research Funds for the Central Universities, China (Grant No. XXXXXXXXX). Additionally, the authors' units should include "Anhui Provincial Critical Laboratory of Industrial Safety and Emergency Technology (Hefei University of Technology), Hefei 230601", and in English, "Anhui Province Critical Laboratory of Industry Safety and Emergency Technology (Hefei University of Technology), Hefei 230601, Anhui P.R. China", and submit achievements to the critical laboratory for archiving.
4.6 During the project research process, significant changes to the research plan, must be approved by the critical laboratory before implementation.
4.7The critical laboratory reserves the right to recover the funded expenses if any fraudulent or plagiarism behavior is discovered. If damage is caused to the reputation of the crtical laboratory, it reserves the right to pursue legal responsibilities.
V. Fund Management
5.1 Project funds are special funds the Anhui Provincial Critical Laboratory of Industrial Safety and Emergency Technology invested for independent innovation projects. They must be used in accordance with the project budget and approved according to prescribed procedures.
5.2 The use of project funds must comply with national fiscal policies and regulations set by the Ministry of Science and Technology.
5.3 Project funds will be allocated annually based on project execution and progress. Sixty percent of the project funds will be disbursed in the first year, with the remaining forty percent disbursed after passing the midterm inspection in the next year. Funds must be executed before September 30th of the year they are allocated.
5.4 After project completion, any remaining funds and equipment, software, original experimental records, and other related research data purchased with independent innovation special project funds will become the property of the critical laboratory.
VI. Application Deadline
